A holiday rental pool checklist protects two things at once: the guest's experience and the owner's season. Guests judge a villa pool within about a minute of walking through the gate, and what they judge is water clarity, water temperature and whether the equipment works without being asked twice. In eighteen years of working on pools across the region we have found that nearly every mid-season emergency traces back to something skipped in the weeks before the first booking.

This guide is written for owners and managers of rental properties, not for guests. It sets out what to check, which figures to hold, and where the Portuguese rules actually apply.

What should a holiday rental pool checklist cover?

A holiday rental pool checklist covers four areas: water chemistry held inside a defined range, filtration and heating equipment tested before the first arrival, safety provisions that satisfy both guests and insurers, and a dated record showing who checked what. The record is the part owners skip and the part that matters when a complaint arrives.

Everything below expands one of those four. The order is deliberate, because chemistry and equipment are seasonal work done once, safety is a fixed installation, and the record is a habit that has to survive the summer.

Which rules apply to a pool in a holiday rental?

Portuguese law separates pools by use rather than by ownership. Directive CNQ 23/93, issued by the Conselho Nacional da Qualidade in 1993, governs pools of public use and names hotels, tourist complexes, campsites, clubs and schools explicitly. A private villa let under the Alojamento Local regime is not named in it.

The practical consequence is that most rental villas sit outside the public-use technical regime and are guided instead by the Instituto Português da Qualidade guide for privately used pools, second edition, January 2022. That document is guidance rather than a binding standard, which is exactly why an owner who follows it has something to point to.

The position is not settled. The Portugal News reported calls for the regulation of private pools in July 2023, following a run of child drownings. An owner already working to the private-pool guidance would have very little to change if the rules were tightened.

The water figures to hold between changeovers

The Instituto Português da Qualidade recommends a pH between 7.2 and 7.6 for privately used pools, with free chlorine at 1.5 to 3.0 mg per litre when the pH sits in the 7.5 to 8.0 band, and 0.8 to 1.5 mg per litre below it. It also recommends daily checks of pH and free chlorine, with microbiological analysis before the first use of the year and monthly thereafter.

Holding those numbers by hand through a July changeover day is not realistic for most owners, and a villa standing empty for four days between bookings is where the figures slip. A salt chlorinator produces chlorine continuously from dissolved salt and holds the residual steady while nobody is there. The equipment check before the first booking

Filtration

Sand that has not been changed in five years is not filtering to anything like its original standard. The grains round off with use and the water carves channels through the bed, and whatever passes through a channel has not been filtered at all. Replacing the sand with activated glass media is the cheapest meaningful improvement available to most rental villas: Dryden Aqua's AFM does not channel in the way graded sand does, and the manufacturer states that it removes particles above one micron.

Note the pressure gauge reading with the filter freshly cleaned and write it down somewhere permanent. A gauge that later reads 0.3 bar above that figure is telling you the filter needs backwashing. Without the baseline, the number on the gauge means nothing at all.

Heating

Guests booking in April or October expect the water to be usable, and a cold pool in the shoulder season generates the review that costs the following year's bookings. Run a full heating cycle well before the season, never on the morning of the first arrival.

Covers

An automatic pool cover earns its place faster in a rental property than anywhere else. It holds heat overnight, and because it cuts evaporation it also cuts the top-up water and chemicals the villa consumes while empty. Between bookings it puts a physical barrier over the water.

When a falling water level is a leak rather than evaporation

Every uncovered pool in the region loses water to evaporation in summer, so a dropping level is not automatically a fault. The test that separates the two costs nothing. Fill a bucket and stand it on a step so the water inside sits level with the pool water, mark both levels, and leave it for a day with the pump running as normal. Evaporation acts on both equally, so if the pool has dropped further than the bucket, water is leaving through the structure or the pipework.

Automatic level control makes this harder to spot, and that is worth saying plainly. Safety provisions guests and insurers look for

Portugal imposes no national requirement for a private villa pool to be fenced. That is precisely why it belongs on a rental checklist, because the absence of a rule does not remove the liability, and families with young children increasingly filter their searches for it. The child safety association APSI recorded more than fifty children and teenagers drowned in Portugal between 2020 and 2023, as reported by Portugal Resident.

A removable child safety fence with a self-closing, self-latching gate is the provision best suited to rentals, since it can be taken down for adults-only bookings and reinstated in under an hour. Depth markings, a rescue pole and a clearly displayed emergency number cost almost nothing, and guests notice them in reviews.

The changeover routine

Between bookings the work is short, provided the seasonal preparation was done properly. Skim the surface and empty the baskets. Test the pH and the free chlorine, since these are the two figures a guest notices indirectly through stinging eyes or cloudy water, and compare the filter pressure against the baseline recorded in spring.

Record every changeover with a date. If a guest ever raises a complaint about water quality, or an insurer asks a question after an incident, a dated log is the only thing that answers it.
